The Sunday Times of London reported that US intelligence officials knew about the massacres in Beirut refugee camps last September at least 24 hours before the killings ended but failed to inform Israeli authorities of the killings. Sen. Paul Tsongas (D-Mass.), a member of the Senate Foreign Relations Committee, said the report seemed ''rather inconceivable.'' The US State Department declined to comment.
