Reagan talks of recovery to recalled auto workers

President Reagan told newly recalled auto workers at the Chrysler Corporation plant in Fenton, Mo., Tuesday that recent gains in their industry prove the seedlings of economic recovery ''are starting to shoot up through the recession.''

Later in the day Mr. Reagan spoke to the St. Louis Regional Commerce and Growth Association in an address that stressed the theme, ''America is on the mend.'' Placing heavy emphasis on his tax program, Mr. Reagan defended his recently proposed 1984 budget at the meeting.
