Hard-liners may force firmer stance by Arafat

PLO leader Yasser Arafat appears to be hardening his previously moderate stand on Mideast peace moves. Observers said Arafat's options had narrowed as the result of hard-line statements at the current session here of the Palestine National Council. They added that Arafat appeared to be edging toward the militant position in order to maintain unity. PLO official Farouk Kaddoumi earlier made a hard-hitting address that sources said was likely to form the basis of draft proposals to the council.
