The Philippines allows the US to use two military bases, but President Ferdinand Marcos wonders why his country doesn't get special credits for arms purchases. It's a question he said he wants to ask the US next month at talks on continued use of Clark Air Force Field and Subic Bay Naval Station. The talks are part of a review of existing agreements, which include Philippine access to foreign military sales credits.
