Brazil accused Libya of sending arms to Nicaragua. On Saturday Libya got permission for four cargo planes to make a refueling stop in northeastern Brazil on grounds that they were carrying medical supplies to Nicaragua. But the planes were inspected and found to contain arms, a Brazilian official said. The planes were unloaded and allowed to leave.
