Two oil producers outside the Organization of petroleum Exporting Countries proposed price rises. The Soviet Union proposed a 50-cent-a-barrel increase in the price of its Urals crude oil, traders said. They said the proposal, upping the price to $28.50, would probably be accepted. Egypt also announced it was increasing its official oil price by a similar amount.
