One-man, one-vote rule fortified by high court

The Supreme Court ruled 5 to 4 Wednesday that states must be as precise as possible in dividing their population into equal congressional districts. The decision struck down New Jersey's 1982 reapportionment plan.

In a ruling important to all 50 states, the justices upheld an order condemning the New Jersey Legislature's redistricting map because lawmakers could have picked plans that came closer to ensuring each person's vote carried equal weight.
