Vice-President George Bush, the highest-ranking American official ever to visit Hungary, arrived in Budapest Monday for a two-day stay, winding up an East European tour. Mr. Bush met with Hungarian Premier Gyorgy Lazar, initiating a series of closed-door meetings at which Bush was expected to praise Hungary's human rights record and voice support for its liberal economic policies which encourage private enterprise. Bush was also set to meet with Communist Party chief Janos Kadar.
