Police in Homewood, Ala., a suburb of Birmingham, have special new tickets to be issued to joggers who refuse to yield the right of way to motorists. Beset by complaints that roadside runners were forcing cars to veer out of their lane by refusing to step off the asphalt, police decided to crack down. Alabama has a rule stating that pedestrians - including runners - must stay on the shoulder of a road where no sidewalks are available.
