Kissinger will not bargain with Central American left

Former Secretary of State Henry Kissinger said Thursday he will not negotiate with leftist forces when he leads a presidential commission on a tour of six Central American nations next month.

The bipartisan panel will visit Panama, Costa Rica, El Salvador, Guatemala, Honduras, and Nicaragua Oct. 9-15. Cuba - accused by President Reagan of supplying arms and supplies to Nicaragua which are passed on to insurgents in El Salvador and elsewhere in Central America - is not on the itinerary. ''For us to meet with Castro is a political action,'' Mr. Kissinger said. ''It is a foreign policy action; it is not a fact-finding action.''
