Atomic energy agency votes to admit China

The International Atomic Energy Agency voted Tuesday to admit China, until now the only nuclear-armed country not a member of the worldwide regulation body. Chinese delegation chief Wang Shu said China would seriously consider the IAEA safeguards and inspection system. But he refrained from saying that China would actually open its nuclear reactors to international inspections. He also said China would refuse to sign the Treaty on the Nonproliferation of Nuclear Weapons.
