Soviets aren't curtailing Geneva talks - for now

The chief Soviet delegate at the Geneva talks on limiting European-based nuclear missiles indicated that Moscow was not breaking off the negotiations. Yuli Kvitsinsky, arriving for Wednesday's session after reports that Moscow had demanded a recess in talks, was asked if negotiations would continue or if the Soviet Union was asking for a recess. ''We are continuing,'' he replied.

In West Germany, however, Leonid Zamyatin said the USSR will break off talks if US missiles are deployed in Europe. Mr. Zamyatin is a top official of the Soviet Communist Party Central Committee.
