FCC delays $2 access fee on long-distance service

The Federal Communications Commission, buried in paper work, is delaying long-distance telephone ''access charges'' that would have raised residential phone bills by $2 a month on Jan. 1. FCC official Warren Lavey said Tuesday the new tariffs, including a $6 monthly charge for businesses, will instead take effect on April 3, adding that it is possible the charges will be changed or abandoned altogether.
