Polish Prime Minister Wojciech Jaruzelski was to announce today a major government shuffle, including switches in the ministerial team that runs the economy, parliamentary sources said.

Under the changes, conservative economist Zbigniew Messner will take the job of guiding a reform program that has so far failed to solve the country's economic crisis. Manfred Gorywada, Communist Party Central Committee secretary, will head the government planning commission, the sources said.

The sources said Deputy Prime Minister Janusz Obodowski, architect of the reforms begun in 1982, would be the main scapegoat for the failure to end food shortages and raise industrial production.
