Federal judge blocks sale of oil leases off California

A federal judge blocked the government's planned sale yesterday of oil-exploration leases on 900,000 acres off the coast of California. ''The leasing would cause great loss and irreparable damage to the state of California,'' Judge Consuelo Marshall said in her ruling. Lawyers for the government and seven oil companies immediately filed an appeal in federal appeals court.
