Level of Jewish emigration from USSR at 20-year low

The number of Jews emigrating from the Soviet Union fell to a 20-year low in 1983, according to the Greater New York Conference on Soviet Jewry. The conference said that by the end of 1983 only 1,307 Jews will have emigrated from the Soviet Union, a drop of 98 percent from the peak year of 1979, when 51,320 Jews were granted exit permits.

Elliott Abrams, assistant secretary of state for human rights, said the figures showed ''anti-Semitism remains the official policy of the Soviet Union.'' He said the Soviet Union was lying when it insisted the low figure for 1983 meant all the Jews ''who wanted to leave have left.''
