House bucks White House on cut in Philippines aid

A Reagan administration effort to try to restore $60 million in 1985 military aid funds for the Philippines failed Wednesday in the House Foreign Affairs Committee.

The panel backed a subcommittee proposal to revise the administration request by increasing economic aid from $95 million to $155 million, while reducing military assistance from $85 million to $25 million.

The committee shifted the ratio of funds both to meet the country's severe economic crisis and to urge President Ferdinand Marcos to make governmental and political reforms.

''We want to let people know there is concern in this country over the drift (in the Philippines) away from democracy,'' said Rep. Joel Pritchard of Washington, a leading Republican on the panel.
