Big Soviet role, not sway, seen in Central America

The Soviet Union is extensively involved in Central America, both militarily and economically, but is quite limited in its ability to control events there, according to a government-sponsored study released Sunday.

''Although Moscow's presence is more extensive and multifaceted than usually realized, Moscow's ability to control events may, ironically, be less,'' concluded University of Miami Prof. Carl Jacobsen, principal author of the report, which was commissioned by the State Department.

Previous surveys of Moscow's military-economic presence in the region have suffered from a lack of hard data, Professor Jacobsen says. He calls his ''the first to collate data from both Soviet and Western intelligence, academic, business, and other professional sources.''
