US says it's ready for talks with USSR on nuclear cuts

The Reagan administration said Tuesday it is ready for nuclear reduction talks ''at any time, without pre-conditions,'' and would meet Moscow halfway. State Department spokeswoman Kathleen Lang gave that response to Soviet leader Konstantin Chernenko's statement Monday that the talks could resume at any moment with removal of new US missiles from Europe.

''We have made clear that we are prepared to halt, modify, or reverse US intermediate nuclear force missile deployments if an equitable agreement can be reached,'' Ms. Lang said. ''So there is no justification for the Soviet refusal to return to the bargaining table,'' she said.

But the US statement repeated that they would be withdrawn only if Moscow agreed at Geneva talks to an equal reduction of its own missiles.
