Phone access charges postponed to June 13

The Federal Communications Commission Wednesday postponed until June 13 a telephone long-distance access charge on businesses. The charge had been scheduled to take effect in two weeks. The FCC said it wanted to ensure the charges were ''generally reasonable and workable before they were allowed to take effect.''
