French pleas for aid to help in Chad is refused by US

A top French official on a recent trip to Washington asked the United States to contribute financially to France's military efforts in Chad, according to reliable sources. Guy Penne, President Mitterrand's adviser on African affairs, argued that French involvement in Chad is in the interests of the US as well as of France. US officials refused aid, at least for this year.

Mr. Penne further suggested the US directly or through friends pressure Libya in other areas so as to divert Libya from involvement in Chad. Military maneuvers at present being carried out by Egypt are seen by some observers as a possible US response.
