EPA urges delay on plan to burn wastes on ships

An Environmental Protection Agency report recommended Monday that plans to burn highly toxic wastes on incineration ships in the Gulf of Mexico be severely limited until more research is done on the proposal.

Regulations for operating permits are expected to be proposed in August and go into force early next year. Delaying the issuance of permits would allow for more public comment on the proposal and would ''assist the agency in developing an environmentally sound, efficient approach that can be supported by the American public,'' said the report's author, Steven Schatzow, EPA director of water regulations and standards.
