Secret police arrested eight labor leaders Tuesday moments after they called for a general strike to protest government-ordered increases in food prices, union officials said.

Announcement of the price increases last month set off three days of rioting in which 54 people were killed.

On Sunday night and Monday, more than 100 opposition political, union, and student leaders were arrested ''as a security measure,'' a police official said. But the police chief, Maj. Gen. Felix Hermida Gonzalez, said no charges were filed against those arrested. He indicated they could be released shortly.
