Soviet nuclear subs placed off US coast, USSR says

Soviet Defense Minister Dmitri Ustinov said Sunday that Moscow had increased the number of Soviet submarines off the US coast and could deliver a nuclear strike on American targets in 10 minutes. That is the same amount of time it would take Pershing II rockets to strike the Soviet Union from Europe.

In an interview with the official news agency Tass, Ustinov also warned that the Soviet Union would increase the number of missiles on its own territory and in Eastern Europe each time new US cruise and Pershing II missiles were deployed in Europe.

In another move, Soviet President Konstantin Chernenko called on the United States Sunday to begin talks immediatley "without any conditions or reservations" on a complete ban on space-based weapons.
