Bishops call on Marcos to give up decree powers

Roman Catholic bishops released a pastoral letter Monday that called on President Ferdinand Marcos to relinquish his decreemaking powers, declaring they have made life ''cheap'' in the Philippines.

The three-page letter by an alliance of 100 Philippine bishops said Mr. Marcos's legislative powers were ''open to gross abuse, even to destruction of life, simply because there are no adequate guarantees against its misuse.''

The letter, adopted in a three-day meeting of the Catholic Bishops Conference of the Philippines last week and released to reporters Monday, demanded the repeal of a constitutional amendment in 1973 that granted Marcos the power to issue decrees.
