Deficits hurting farm exports, Mondale charges on hustings

Democratic presidential nominee Walter Mondale, on his second Southern tour in two weeks, charged Wednesday that growing federal budget deficits under President Reagan have crippled American farm exports by raising the value of the dollar, making American products more expensive.

Meanwhile in Washington, Treasury Secretary Donald Regan denied yesterday that the Reagan administration is secretly planning a tax increase. Mr. Mondale had challenged President Reagan Tuesday ''to tell the truth to the American people now about the future'' and the postelection tax increase that Mondale contends the President is planning.
