Reagan policies have hurt education, Mondale charges

Declaring that President Reagan's policies have damaged the nation's schools, Walter F. Mondale said Thursday that ''where the mind is concerned, this administration is out to lunch.'' Mr. Mondale told a town meeting that the Republican incumbent has slashed money for education and has hurt education in a variety of other ways. He outlined his own education program, including a federal fund for educational excellence, a teacher corps, and rebuilding the nation's laboratories.
