Thatcher names new minister for Northern Ireland affairs

British Prime Minister Margaret Thatcher named a former junior Foreign Office minister Monday as minister for troubled Northern Ireland, one of the toughest jobs in British politics. Douglas Hurd becomes secretary of state for Northern Ireland, replacing James Prior, who made it clear earlier this year he wanted to leave the post.
