Two US senators demand reforms in the Philippines

Two United States senators issued strong demands Tuesday for major political and economic reforms in the Philippines and said Congress may balk at continuing large-scale aid for the Marcos government.

Sen. John Glenn (D) of Ohio urged the Reagan administration to attach conditions to US aid urgently needed by Manila. He favors applying US leverage to force restoration of human rights and economic measures to curb alleged corruption and revive confidence in the Philippine economy.

Sen. Frank H. Murkowski (R) of Alaska voiced concern that Filipinos may perceive the United States as ''propping up'' the Marcos government, right or wrong. He sought to determine whether guarantees of reform had been received from Manila, and whether the administration had a fallback policy in the event Philippine President Ferdinand E. Marcos loses major popular support.
