UNESCO to discuss changes in face of US withdrawal
The executive board of the United Nations Educational, Scientific, and Cultural Organization begins three weeks of meetings here Wednesday that are likely to determine whether the United States goes through with its decision to withdraw from the organization.
The 51-nation governing board will consider wide-ranging changes drawn up by UNESCO's 161-member states and Director General Amadou Mahtar M'Bow of Senegal, a central figure in the controversy. M'Bow, who has headed the organization for 10 years, has been the target of charges of large-scale inefficiency, mismanagement, and corruption at the Paris-based secretariat.
The Reagan administration has given formal notice that it will pull out of the UNESCO at year's end, charging the agency with irresponsible budgetary growth and mismanagement, and with promoting anti-Western policies.
