Ferraro, at toxic dump, says US guilty of deliberate delay

Standing in the shadow of a toxic waste dump, Geraldine A. Ferraro accused the Reagan administration Thursday of ''delaying deliberately'' the cleanup of such sites. The Powell Road Landfill was on the original priority list of 546 sites across the country designated for early action. She said, however, the Reagan administration has refused to use more than $1 billion in the nation's Superfund program designated to clean up such sites and that the chemical industry, which dumps wastes in such sites, lobbies hard against new laws or regulations. She said only six Superfund sites have been cleaned up.
