British groups shower Reagan with cards opposing Latin line

Eight thousand post cards criticizing US policy in Central America have been sent to President Reagan as part of a campaign organized by 20 British charitable and human rights groups, including Oxfam, Christian Aid, and the Catholic Institute for International Relations. The cards, sent as part of a week-long program of events on Central America, call on Mr. Reagan to introduce ''a new respect for human rights, justice, and self-determination.''
