US brief supports end court-ordered school busing

The US Justice Department filed a court brief Thursday supporting the Norfolk , Va., school board's bid to end court-ordered school busing, even though the plan would increase racial segregation in city elementary schools.

This is the first time the Reagan administration has argued that a local school board can abolish a completed court-ordered busing plan and return to neighborhood-based schools even if it increases racial segregation.
