Salvadorean Army chief hedges on truce proposal

A top military chief on Saturday refused to say if the Salvadorean Army would comply with a holiday truce that has been agreed upon by leftist rebels and the government of President Jose Napoleon Duarte.

''We cannot ignore our constitutional responsibility to provide security to the population,'' said Col. Adolfo Blandon, chairman of the Joint Chiefs of Staff. He called the rebels' truce offer ''undoubtedly good,'' but said the Army's battle plans for the Christmas season had been drawn up six months ago and would not vary. The scheduled truce would allow unrestricted travel by civilians from Dec. 22 to Jan. 3.
