Soviet emissary tours China's economic zone

A Soviet first deputy chairman of the Council of Ministers, Ivan Archipov, was welcomed Wednesday to the city of Canton and the Shenzhen Special Economic Zone, China's showpiece of economic reforms, while the official Chinese news agency said the Soviet trading bloc's economic troubles were due to mismanagement and bad planning. It linked Comecon's poor performance with recession in the West, reflecting China's own current open-door policy attitude, which rejects the idea that communist nations can survive in the modern world as islands.
