BARBRA STREISAND ``One Voice'' (Columbia OC 40788) - Streisand really shines on this recording of her historic 1986 benefit concert in Malibu - her first live performace in 20 years. It's refreshing to hear her in such intimate surroundings, with low-key but musically imaginative backgrounds. The voice is as great as ever on ``People,'' ``Evergreen,'' ``The Way We Were,'' ``Papa, Can You Hear Me?'' and eight others, closing with the audience joining her on ``America the Beautiful.'' DENIECE WILLIAMS ``Water Under the Bridge'' (Columbia FC 40486) - Miss Williams's warm, sweet voice combines nicely with the all-programmed synthesizer backup on her latest album. Much credit is due Steve Levine and Julian Lindsay for the tasteful and appropriate arrangements. This is a joyful, upbeat project from the Gospel-influenced singer who sang the hit ``Let's Hear It for the Boy'' from the movie ``Footloose.''

GREEN ON RED ``The Killer Inside Me'' (Mercury 830 912-1 Q-1) - This Stones-influenced rock band hails from Arizona and has built up a considerable following in Europe. The dark images of its latest album were inspired by American writer Jim Thompson's cult novel of the same name. Lead singer Dan Stuart's voice ranges from whiny and fretful to agonized and coarse on lyrics that are attacks on American hypocrisy and injustice, both past and present. The anger is offset somewhat by music that sounds, for the most part, rather benign.

PRINCE ``Sign o' the Times'' (Paisley Park Records 25577-1) - There's no other performer like Prince, who presents a cross section of his talents as singer/composer/musician in this two-record release on his own label. The lyrics range from socially conscious to raunchy, but Prince's risk-taking musical vision is remarkably individual and varied. Best of all are his fierce and funky dance grooves.

STEPHANE GRAPPELLI ``Stephane Grappelli Plays Jerome Kern'' (GRP GR-1032) - On this tribute to Kern, the veteran jazz violinist is backed by a rhythm section and string orchestra conducted by Ettore Stratta. Grappelli is joyful, light, and swinging throughout. A number of the songs (``Smoke Gets in Your Eyes, ``A Fine Romance,'' ``Yesterdays'') have a sunny bossa-nova flavor, while ``Long Ago and Far Away'' has classical overtones. Guitarist Marc Fossett, who sings along with his solos, is outstanding.

BILLIE HOLIDAY ``The Quintessential Billie Holiday, Volume 1, 1933-35'' (Columbia CJ 40646) - These digitally remastered reissues show Holiday in her early years, when her distinctive style was just beginning to emerge. A fine collection, backed by some of the best musicians in jazz: Teddy Wilson, Benny Goodman, Roy Eldridge, Ben Webster. Includes some of her well-known songs, like ``Miss Brown to You'' and ``What a Little Moonlight Can Do,'' as well as some lesser-known ones.
