SHAMIR, RABIN DIFFER ON PEACE MOVES

Israeli Prime Minister Yitzhak Shamir and Defense Minister Yitzhak Rabin have reasserted opposing views on peace moves for the occupied territories, but Mr. Rabin played down speculation of a crisis in the coalition government. Rabin briefed Mr. Shamir Tuesday on his talks with Egyptian President Hosni Mubarak, which sharpened differences between Rabin's Labor Party and Shamir's dominant rightist Likud.

Shamir opposes Egypt's offer to invite Palestinians, possibly including some from outside the territories, to talks with Israel in Cairo.

But Rabin, charged with putting down a 21-month-old uprising in the territories, has agreed that Mubarak could name a Palestinian delegation for talks after consulting Israel.
