The headline on an Ideas page story (March 15) about Palestinian schools may have been misleading. It should have said: ``Israeli shutdown of higher education in the West Bank and Gaza Strip may be coming to an end.'' The Israeli civil administration has given permission to reopen five of 16 colleges in the West Bank and Gaza Strip. This will affect 900 of the 22,000 college and university students in these areas. No universities have been reopened so far.
