WEDNESDAY National Test on Crime Prevention (CBS, 8-9 p.m.): Not a scare tactic but a practical effort to bolster your personal defenses, ``Are You Safe'' lets five top crime-prevention experts explain how to deal with a range of not-so-hypothetical circumstances through dramatization, statistics, and other helpful devices.
