By the year 2,000, most or all of the gasoline sold in the United States will have to be reformulated to contain lower levels of chemicals that harm the environment, predicts a study by Arthur D. Little, a consulting firm based in Cambridge, Mass. The move would cost domestic refiners $22 billion, and would cost consumers an extra 7 to 12 cents per gallon of gasoline, the study suggests.
