Class of '61 (ABC, 9-11 p.m.): The title of this drama on the Monday Night Movie refers to the West Point graduates who were ripped apart in 1861 by the conflicting loyalties of North and South during the Civil War. Shot on location in South Carolina and Georgia, the production called on historian Shelby Foote, noted for his commentary on PBS's "The Civil War," as consultant. Its story involves three friends - one of them a hot-headed young classmate named George Armstrong Custer - who end up on opposite

sides after leaving the Point. The show's executive producers are Steven Spielberg and Jonas McCord, the former in no need of identification, the second a former TV journalist and Emmy-and-Peabody Award winner. * TUESDAY

Mini-Dragons II (PBS, 10-11 p.m.): First of three programs that form an extension - and a highly justified one - of the 1991 series "Mini-Dragons," which looked at economically potent Pacific Rim nations like Singapore and Malaysia. "Mini-Dragons II" turns its attention to a new wave of economic powers - Malaysia, Thailand, and Indonesia - and shows how economic change affects the lives of individuals. Take Paul Low in the first program, which focuses on Malaysia. He runs a center for young rural women who have come to work in urban factories and now find themselves trapped in oppressive jobs with limited opportunity to change their status. A Thai couple in Episode 2 has to move from their rural village to Bangkok slums in order to earn the money needed to send their sons to college. An Indonesian millionaire in the third show allies himself, for business reasons, with the military-dominated Suharto government. Many other examples are used in this revealing series to illustrate how fast things are changin g in these areas - and the mix of success and trouble it brings to all involved.
