PRESIDENT Clinton's Technology Goals

* Expand support for basic science in the nation's national laboratories. Place more emphasis on nondefense goals.

* Make permanent a modest tax credit for industrial research and development.

* Encourage companies in the same industry to jointly research generic technologies.

* Promote research partnerships between companies and national labs or the Commerce Department's National Institute of Standards and Technology. Expand NIST funding from from $384 million this year to $1.4 billion by 1997.

* Expand NIST's nationwide Manufacturing Technology Centers from seven to more than 100; these help small businesses adopt new technology.

* Aim a higher percentage of Pentagon research money at "dual-use" technologies that have both civilian and military applications.

* Target more research money at specific areas of national interest: a telecommunications "superhighway," environmental technology such as clean cars, and magnetic-levitation railroads.
