ARIZONA PLAN

* Beginning in 1996, high school students will be required to pass a series of competency tests before being allowed to graduate.

* Tests will be administered following courses designed to prepare students for competency in reading, writing, mathematics, science, and social studies.

* Exams employ a variety of methods ranging from multiple-choice questions to research papers and essays.

* Students who initially fail a competency test can retake it.
