Figure skaters from 41 countries will vie in this delayed-tape broadcast from Japan's Makuhari Event Hall.

...talking with David Frost (PBS, 9-10 p.m.): Frost's guest is Vladimir Zhirinovksy. It's a fascinating equation, when you think about it: the urbane, skilled interviewer and the surly Russian ultranationalist who became an important - perhaps ominous - challenger to Russian President Boris Yeltsin after parliamentary elections four months ago. If anyone can handle him, it's Frost. The interview was taped in Zhirinovsky's Moscow offices. * SATURDAY

The Prince and the Pauper (ABC, 8-9 p.m.): Mickey Mouse may be the world's most familiar pop symbol, but he doesn't often make it to prime time. The animated special premiering here is his first new cartoon in seven years. It finds him in a dual role - a bored, pampered prince and a pauper who is his dead ringer. When they trade places, Goofy, Pluto, Donald Duck, and other Disney regulars get into the act, as comedy and confusion reign. (``Mickey and the Beanstalk,'' a Disney short, rounds out the hour.)
