NCAA basketball tournament (CBS, 1:30-6 p.m., EST): Another doubleheader: the East and Midwest regional finals.

The House of Eliott (A&E, 8-10 p.m.): This BBC program about two sisters and their adventures in the world of couture is premiering its third series in the United States. Set in the 1920s, the show now finds Beatrice (Stella Gonet) and Evangeline (Louise Lombard) back in London after launching a successful line of clothes in the US. Competitors have stolen the fashion limelight in London, having poached several House of Eliott clients and also their sales manager. Troubles of the heart also loom for the two women.

By now, ``House of Eliott'' has gained unusually devoted viewers who follow each plot turn in the same way fans followed the 1974 series ``Upstairs, Downstairs,'' one of PBS's biggest successes. It's no coincidence: The programs were created by the same two women - Jean Marsh and Eileen Atkins. In that series, Marsh also played one of its best-loved characters, the parlor maid Rose. She doesn't appear in ``House of Eliott'' but does serve as host. Meanwhile her novel ``The House of Eliott'' - a best seller in its British edition - is in US bookstores.

(Just before the premiere - which includes episodes 1 and 2 - A&E is offering something for fans who want a reminder of past shows: a reairing of the first ``House of Eliott'' program, which premiered in 1992.) Beginning next Sunday, the current series will be seen in its usual ``Dramaworks'' time slot at 7 p.m.
