Great Performances (PBS, 8-9:30 p.m.): Julie Andrews has delivered some of the touchstone performances of our time: in Broadway's ''My Fair Lady'' and Hollywood's ''Mary Poppins'' and ''The Sound of Music.'' As Andrews makes a long-awaited return to Broadway in ''Victor/Victoria,'' this program recounts her career and includes interviews with friends Carol Burnett, James Garner, Jack Lemmon, Dick Van Dyke, and writer/director/husband Blake Edwards.

Frasier (NBC, 9-9:30 p.m.): This repeat episode from last season, entitled ''An Affair to Forget,'' won an Emmy for Outstanding Writing for a Comedy Series. The plot unfolds as Frasier (Kelsey Grammer) counsels a radio listener, whose comments lead him to believe the caller's husband is having an affair with Frasier's sister-in-law.

The Emmy-winning writers for ''Frasier'' - who double as co-producers - are Anne Flett-Giordano and Chuck Ranberg.


Time Warp: 20 Years of Rocky Horror (VH1, 7:30-8 p.m.): As the horror-movie spoof ''Rocky Horror Picture Show'' celebrates its 20th anniversary, this special looks at the cult following and audience antics the movie has spawned. The program is hosted by rocker Meat Loaf and features interviews with stars Susan Sarandon, Barry Bostwick, and Richard O'Brien.

The movie airs on VH1 Oct. 31 at 8 p.m. and 12 midnight.

The State's 43rd Annual Halloween Special (CBS, 10-11 p.m.): The State, a sketch-comedy troupe with roots at New York University, makes its first foray into network prime-time with an hour of irreverent humor and celebrity cameo appearances. Performers include Denis Leary and Jon Stewart.
