SUNDAY

Dick Clark's New Year's Rockin' Eve '96 (ABC, 11:30 p.m.-1 a.m. EST): New Year's might not be official if it weren't for Dick Clark's countdown at Times Square in New York. This 24th-annual show features Brandy, Goo Goo Dolls, Kool & the Gang, Martin Page, and the Rembrandts in segments from Hollywood.

MONDAY

Tournament of Roses Parade (ABC, CBS, NBC, 11 a.m. EST. End time varies.): Kermit the Frog presides as grand marshal in the 107th floral pageant held in Pasadena, Calif. This year's theme, "Kids, Laughter, and Dreams," comes to life with 54 flower-covered floats, 24 marching bands, and 30 equestrian units.

Following the parade is the Rose Bowl (ABC, 4:30 p.m.-8:30 p.m. EST), featuring No. 3 Northwestern and No. 17 Southern Cal. Other college bowl games on New Year's Day include the Citrus Bowl (ABC, 1-4:30 p.m. EST), No. 4 (tie) Tennessee vs. No. 4 (tie) Ohio State; and the Orange Bowl (CBS, 8-11:30 p.m. EST), No. 6 Notre Dame vs. No. 8 Florida State.

Ramona (Faith & Values, 7-7:30 p.m.): Beverly Cleary's popular stories about a young girl and her family come to TV. In this first episode, entitled "Squeakerfoot," Ramona learns about the down side of being the center of attention.

WEDNESDAY

Matt Waters (CBS, 9-10 p.m.): Montel Williams stars in this new, out-of-the-ordinary drama about a teacher who tries to make a difference in his old neighborhood's high school. This first episode focuses on his efforts to keep Angela, who can't read, in school. The program addresses such issues as gangs, racism, drugs, and teen pregnancy.

FRIDAY

Citizens '96 (PBS, 9-10:30 p.m.): This five-part election-year series focuses on citizen involvement and dialogue. This first part, entitled "A Citizens' State of the Union," portrays the experiences of six families, looking at issues like single parenting, teenagers and violence, and the daily life of the working poor.
