The nation's capital grew 5.2 percent in the 2000s, its first increase since the 1950 census. It makes sense that its population grew during the World War II years, since the federal government was expanding at the time. In this past decade, under Presidents Bush and Obama, the District of Columbia has been growing again as the federal government has begun to expand.
