In recent days, lawmakers gave up an effort to pass a climate-change bill this summer, but the Senate may consider a measure against further EPA action on global warming. In a bit of political pressure, Obama has threatened that the EPA might act, using the 1970s Clean Air Act, if Congress doesn't.
