Sitting on the tarmac: Stranded passengers aboard JetBlue Flight 751 to Cancun, Mexico, walk around the cabin while waiting at JFK International Airport in New York for hours to take off in 2007. On Dec. 21, the Obama adminsitration announced penalties for airlines that keep passengers waiting too long on the tarmac without food and water. Fines could extend to $27,500 per passenger if they are not given a chance to disembark after three hours.
